UPDATE 5/22/2024 - After my success bending 3/16" cold rolled steel, I will be on the lookout for horseshoes and rebar. The consensus starting point is the St. Croix Ultralite #2 which is about $10/pair plus shipping. Rebar is cheaper and can be found at DIY stores.
